One thing I dislike about this article -- they don't state anything about a timeline until the SECOND page of the article. It's very difficult to realize that the article is about ongoing willful oil pollution TODAY, although they do state that these policies were formed under Saddam as a way to store crude oil waste during the height of the international sanctions.
