I felt exactly the same way after watching Terror in Moscow, it was about Chechen rebels taking over a theatre in Moscow and the resulting deaths (mostly caused by the Russian army). Sadly, things like this rarely inspire Never Again sentiment among government types, they just switch into the eye for an eye mentality. Heh, now the two of us are bringing everyone down.
