Am I unreasonable?

Really, sometimes I don't know if the problem is w/ me or everyone else. I was raised to respect people's rights and follow the rules to do so. So am I wrong to be annoyed when I see a neighbor letting his cat roam the hallways of the building? I mean, my allergies to animal dander aside, you just don't do that. Besides, it's not like this guy has a small apt -- he has a two bedroom apt. I used to live in one in this building, they are huge! But here he is letting his cat roam the hall and sticking his head out any time he hears any one come out so the cat doesn't get shut into the trash room (which is where the little bugger seems to hang around, surprise surprise).
Siiiggghh, Part of me really really wants to complain vorciferously to the landlord, the other part (the one that brian has had too much influence over) says I shouldn't punish the cat for it's owners idiocy (instead I should teach the cat to put rat poison in the owner's food -- joking :)
